Labor and permits
California requires a state contractor license for most roofing work. Since January 1, 2025, unlicensed minor work is capped at $1,000 and only when no permit is needed. A reroof needs a permit, so it needs a licensed contractor.

Fire and code rules
California requires roof coverings to be Class A rated, per CAL FIRE. Asphalt shingles, tile, cement shingles and metal panels can all meet it. In wildfire areas, ask for the Class A rating on the quote.
